It is commonly used to signify how successfully quickly something has been done.
Without a doubt, achieving a goal, whatever it may be, implies a good dose of preparation and a great deal of experience. It isn’t easy to imagine a person, company, or other organisation type succeeding in a short period without having the elements that allow them to understand integrally the context they face.
